This study analyzes the institutional mechanisms for implementing reforestation and the reasons for non-compliance with the reforestation principle in Tshopo Province, focusing specifically on the Alibuku forest concession. It employs a legal approach based on an analysis of statutory texts—notably the 2002 Forest Code and the decree establishing the National Forestry Fund (FFN)—as well as empirical data gathered from forestry sector stakeholders. The study reveals that, despite a legal framework mandating reforestation following any logging activity, this obligation remains largely unfulfilled. The key institutional mechanisms involve the State, the FFN, forestry administrations, oversight bodies, logging operators, and local communities. However, several obstacles undermine their effectiveness, including inadequate administrative oversight, poor governance of financial resources earmarked for reforestation, a lack of monitoring for funded projects, revenue centralization, institutional weaknesses, and socio-economic pressures.
